Skaneateles

Skaneateles is a town in Onondaga County, New York, United States. The population was 7,209 at the 2010 census. The name is from the Iroquois term for the adjacent Skaneateles Lake, which means "long lake." The town is on the western border of the county and includes a village, also named Skaneateles.

It's expensive in a capital sense to switch to non asbestos processes for making chlorine but Olin is doing it only leaving Occidental - Hooker Chemicals and Westlake still using asbestos filters.

Truth is that using asbestos is an enormous legal liability from both the risks of asbestos and mercury involved and to boot the asbestos process is lower quality and more energy intensive. You gotta wonder what industry leaders are really thinking and the politics of it sucks too. Lawyers really have a keen eye on the asbestos industry as it's usually a winning case in court. 

Maybe it's the same hair brained short term thinking that destroyed the big American steel firms insisting on using the old pre-World War II open furnace plants until their bankruptcy in the 1980s.
