The Tennessee Valley Authority could likely rightfully claim a place in the Guinness Book of World Records, but it’s not an achievement for which the federally-owned electric utility corporation would welcome notoriety.

After taking a whopping 42 years to build and finally bring on line its Watts Bar Unit 2 nuclear power reactor in Tennessee, TVA just broke its own record for longest nuclear plant construction time. However, this time, the company failed to deliver a completed nuclear plant.

Watts Bar 2 achieved criticality in May 2016, then promptly came off line due to a transformer fire three months later. It finally achieved full operational status on October 19, 2016, making it the first United States reactor to enter commercial operation since 1996.

The ill-fated construction of new nuclear reactors in South Carolina—one of two such troubled Westinghouse reactor construction projects in the United States—was abruptly terminated on July 31, 2017, but the effort to determine legal accountability for the project’s colossal failure is only now hitting its stride.

The South Carolina legislature conducted hearings about the project’s collapse. But it has fallen to the United States Attorney for South Carolina to outline internal decisions that led to project abandonment—via court filings, plea agreements, and indictments. These filings are proving to be the best documentation so far of criminal behavior related to projects that were part of a much-hyped “nuclear renaissance” that began in the early-2000s but has since petered out in the United States.

On August 18, 2021, a second Westinghouse official was charged in a federal grand jury indictment filed with the court in Columbia, South Carolina. The charges outline “the scheme” to cover up key details about the problem-plagued project to construct two 1,100 megawatt (MW) Westinghouse AP1000 light-water reactors at the VC Summer site north of Columbia.

Thirty-five years after the Chernobyl Nuclear Power Plant in Ukraine exploded in the world’s worst nuclear accident, fission reactions are smoldering again in uranium fuel masses buried deep inside a mangled reactor hall. “It’s like the embers in a barbecue pit,” says Neil Hyatt, a nuclear materials chemist at the University of Sheffield. Now, Ukrainian scientists are scrambling to determine whether the reactions will wink out on their own—or require extraordinary interventions to avert another accident.

Sensors are tracking a rising number of neutrons, a signal of fission, streaming from one inaccessible room, Anatolii Doroshenko of the Institute for Safety Problems of Nuclear Power Plants (ISPNPP) in Kyiv, Ukraine, reported last week during discussions about dismantling the reactor. “There are many uncertainties,” says ISPNPP’s Maxim Saveliev. “But we can’t rule out the possibility of [an] accident.” The neutron counts are rising slowly, Saveliev says, suggesting managers still have a few years to figure out how to stifle the threat. Any remedy he and his colleagues come up with will be of keen interest to Japan, which is coping with the aftermath of its own nuclear disaster 10 years ago at Fukushima, Hyatt notes. “It’s a similar magnitude of hazard.”

The specter of self-sustaining fission, or criticality, in the nuclear ruins has long haunted Chernobyl. When part of the Unit Four reactor’s core melted down on 26 April 1986, uranium fuel rods, their zirconium cladding, graphite control rods, and sand dumped on the core to try to extinguish the fire melted together into a lava. It flowed into the reactor hall’s basement rooms and hardened into formations called fuel-containing materials (FCMs), which are laden with about 170 tons of irradiated uranium—95% of the original fuel.

One of the pair of active nuclear reactors within blast radius of Manhattan made a federal safety watch-list back in 1993. That’s when regulators cited Unit 3 at the Indian Point Energy Center for leaky coolant pipes and faltering engineering support. Shortly thereafter a control-room operator tested positive for marijuana and cocaine. But none of that helped activists’ long quest to turn off the nuclear plant.

Up until Friday, when Indian Point’s final reactor will be shut down, dogged opposition from environmentalists and safety advocates failed for decades to shut it down permanently. The two reactors produced about 2.1 gigawatts of power for nearly 45 years—enough to meet a quarter of demand from New York City, without emitting greenhouse gas.

This should be a milestone for activists who spent more than a generation trying to remove the nuclear shadow over the biggest U.S. metropolis. It has instead brought into focus a different anxiety: global warming. In the intervening years concern over greenhouse gas has become paramount, and the deactivation of Indian Point comes with a certain—if temporary—increase in planet-warming pollution.

There are ongoing arguments about whether the Exclusion Zone will ever be inhabitable for humans again. Ukraine’s state authorities said in 2011 that the area could be occupied within 320 years, while Greenpeace and Chernobyl director Ihor Gramotkin both said more recently that it would likely be upwards of 20,000 years.

I don't think any reasonable person doesn't believe all the nuclear radiation ever created won't some day be in the environment. Some hopeful notes after the fallout, and after humanity's short time on earth has come and passed.
