Albany County, landlord

I think it’s interesting that the tax records still show Albany County as the owner of the Empire State Plaza at 64 Eagle Street and the Cultural Education Center at 304 Madison Avenue in Albany.

That said, I heard the state stopping paying its landlord around 15 years ago for rent when Albany County had retired the bonds on the Empire State Plaza.

Costco, at what cost? – Albany Times Union, 11/25/2020

State Supreme Court Justice Peter Lynch was unsparing when he ruled last week that the environmental review of apartments and a Costco store proposed for Guilderland was far from thorough.

Judge Lynch, in a highly detailed 77-page ruling on a lawsuit brought by town residents, knocked the developer, Pyramid Management Group, for keeping its plans for the massive new development a secret, and criticized the Guilderland Town Planning Board for cutting corners as it undertook the state Environmental Quality Review Act process

Albany’s D&H Building and How it Grew – Friends of Albany History

Albany’s D&H Building and How it Grew – Friends of Albany History

Over the years there were a number of other tenants including the “Albany Times Union”, and federal and state government offices. By 1970 the building was in significant decline. Then Chancellor of the State University, Ernest Boyer, announced in 1972 the University would purchase the building from the D&H and make it, and the old Federal Building on the corner of Broadway, the HQ of the State University. It was dedicated in 1978.

I was reading that the DOT Regional Engineer was headquartered in D&H Building in late 1960s. I wonder if the state had owned it at that point, or if was just a tenant of the D&H or the successor railroad. I guess it would make sense that the state would have bought it outright along with the railroad tracks when they were constructing Interstate 787, and used it to house state workers until they finally sold it to SUNY in 1972.
