NY Counties Redrawn to Reflect Proximity to County Seat

I decided to "redraw" New York State Counties, so that each town is in the county closest to the county seat.

So for example, the Towns of Berne and Rensselaerville are closer to Schoharie County offices, so it would make more sense for them to be in Schoharie County then Albany.

It's kind of interesting. A lot of counties were preserved, but also some werid things happened like Niagara Falls was put in Erie County, Oneonta was put in Delaware County. Madison County got part of Tug Hill Plateau.

Essentially this is a Voronoi diagram of County Office Buildings, with towns joined against the Voronoi diagram.
