"We are dealing with systems that are old," says Colette Easter of the American Society of Civil Engineers. The group has found that America's drinking water infrastructure needs a $105 billion investment in repairs, including more than $8 billion in Kentucky.
And Easter says declining population can compound the challenges facing all rural systems, as fixed costs are spread among fewer ratepayers.
"The only way you can fix infrastructure without affecting rates is if someone gives you the money," says Andrew Melnykovych, a spokesperson for the Kentucky Public Service Commission. But federal and state grants for repairs are harder to come by. "Absent some dramatic change at both the state and the federal level, that grant money is just not out there in the kind of quantity needed to address water infrastructure needs," he says.
Clean water is expensive, and the cost of upgrading water supplies and waste water infrastructure can be difficult especially for those on a fixed budget.

Speaking of Inspections, tomorrow is November π and Big Red will need his state inspection. As the tires are wearing down, and should have legal and then some on it, I think I want to get it done relatively early. I’ll probably just drop it off at the Dealer next week or the week after and pick up after work. With my new job though, it will be an early start, as I have to get into work earlier then in the past. It’s just one of those things you have to get done — fewer and fewer states have safety inspections, but New York is one of the few ones left.

Tonight being Halloween and things so rainy and cold, π I plan to head home after work, then ride the exercise bike π² assuming my neighbor is not home, and work on electronics projects.β‘ I really haven’t used my soldering iron in some time. Then probably retire to bed quiet early, π as with my new job I find myself getting up earlier and taking the express bus to work. Despite it not being that much earlier, I’ve been trying to make sure each night I am well rested, so I don’t get sick again.
