New York State always has one of the nation’s highest rates of domestic outmigration but in normal years that’s made up for by significant international migration – a lot of immigrants from other countries call New York City home first. But there isn’t much international migration these days. Deaths and births maybe virtually equal with the spike of pandemic related deaths.

On the other hand, statistics might not show that much of a decline because the ordinary census is based around April 1, 2020 before the worse of the pandemic, and yearly estimates are based around July 1st, splitting the pandemic deaths over two years.
