Probably because at one time in America, most people didn't have flush toilets. But that was a long time ago, and nowadays with modern sewers it makes a lot of sense -- and would keep a lot of toilet paper out of landfills. Granted, if you have an outhouse or your in a back country, toilet paper makes more sense.
