This reminds me of buying so called large fireworks in Pennsylvania. They won't sell you fireworks in Pennsylvania unless you have a permit or a New York State or other out of state drivers license.

This seems like a good idea. Upstate cities are losing population, there are many vacant buildings.
If they can find jobs and affordable housing in Upstate cities for homeless people from downstate all the better case for helping them relocate Upstate.
Sure, there may be some costs associated with social services but each person who moves into an Upstate city brings tens of thousands in state and federal funding to that city - as most grants are population based. But It's a net gain for the cities.
Upstate cities are dying, anything to get hard working people to move back into them is good. As families move out to other lower tax states with more jobs, cities need to make sure they are replacing them with other hardworking families.
