Upstate vs. Downstate New York
It's not easy to define where upstate starts and downstate ends. This page has several different maps and propositions on where the line should be drawn. Myself, I like to think of Downstate as being the area subject to the Metropolitan Transit Authority Tax, as those are the counties where people are most likely to hop on a train and conduct business in the city.
