Wasted Capacity

Why does the Northway have 6 lanes at 2 AM? Most of that capacity is only needed during rush hour.

Wouldn’t it save money to only have the right most lane open at night, especially in winter when they have to plow it? But also closing unneeded lanes at night would reduce wear and tear on asphalt.
