Tying a third stimulus to reopening plans, Coronavirus reduction makes a lot of sense 👾

Congress has a lot of power to dictate policy to the states especially when money is involved. Many states are seeking a bailout for economic and tax revenue losses sustained in the shutdowns of communities. This is a perfect opportunity to tie in reopening requirements and mandates to reduce the spread of Coronavirus.

If a state wants to receive funding, they would be required to reopen as much as possible and also show a sustained decline in infections. They might be able to do this by increased cleaning and disinfection, more support for modest social distancing measured while resuming as much life as possible. It would force states to be creative, not drag their feets on reopening the economy while requiring them to take alternative steps to mitigate and prevent the spread of the disease.
