On the first spring there is not 12 hours of day and night but between 12 hours and 13 minutes and 12 hours and 12 minutes of daylight, depending where you are at in New York State.
Places further north like Massena have slightly more daylight (about 1 minute more) then places more southerly like Staten Island, though the difference is daylight is the most slight on the first day of spring and autumn and greatest on the first day of summer and winter.
On the first day of summer, there is almost a 32 minute difference between Massena and Staten Island when it comes to the length of day (Massena's day is longer).
